The scheme of Hangzhou Shaoxing Ningbo smart expressway construction project is prepared by the Highway Research Institute of the Ministry of transport. The main construction contents are summarized as follows:

The outline of the regional integration development plan of the Yangtze River Delta clearly "takes the lead in promoting the construction of Hangzhou Shaoxing Ningbo smart expressway", and the overall promotion plan of Zhejiang smart expressway construction requires "building a benchmark project of Hangzhou Shaoxing Ningbo smart Expressway with high standards". Hangzhou Shaoxing Ningbo Expressway is a parallel line of the G92 Hangzhou Bay ring road of the national highway network. It passes through Hangzhou, Shaoxing and Ningbo. It is the main channel across the South Bank of Hangzhou Bay, with a total length of about 174 km (including about 24 km of the South connecting line of Hangzhou Bay bridge). It is constructed according to the six lane standard, with a total investment of about 70.7 billion yuan. The whole line is divided into three projects: Hangzhou Shaoxing section (24 km in Hangzhou and 29 km in Shaoxing), Ningbo section phase I (56 km) and Ningbo section phase II (41 km).
