Expressway refers to the highway that can pass through at high speed, which belongs to high-grade highway. China's expressway construction and long-term toll policy began to be implemented in the mainland in 1984. The charging forms mainly include highway semi-automatic Lane charging system (MTC) and electronic non-stop charging system (etc). In order to accelerate the construction of a new generation of national traffic control network and smart expressway, a new road free flow charging model based on Beidou has been piloted in Nanchang, Jiangxi Province.
Highway free flow charging refers to the use of satellite navigation system to locate vehicles, draw the driving track of vehicles on the highway in combination with high-precision positioning technology, calculate the highway mileage rate through the track, and charge through the mobile Internet. It has higher traffic efficiency and more accurate charge. At present, this model has been implemented in some European and American developed countries.
In close cooperation with Jiangxi expressway investment group, China Communications and information center carried out the research on toll collection of free flow highway based on Beidou high-precision positioning technology from March to August 2018. The research group selected the 100 square kilometer regional expressway network around Nanchang as the pilot scope, selected 8 lanes of three toll stations in Jiulong Lake, West Nanchang and Tacheng for demonstration and test, and built three Beidou foundation enhancement stations, 15 high-precision Beidou vehicle terminals were installed, and key technology experiments were carried out to verify the key technology path, positioning accuracy of vehicle terminals, processing capacity of cloud charging platform and other technologies, and achieved good verification results.
In the process of the test, the test team simulated the situation with the toll railing and judged whether the system worked normally through the lifting of the railing. After actual calculation, the vehicle can complete some actions such as lane positioning, pole lifting timing discrimination, online fee deduction and so on at a speed of 60 kilometers per hour, and the charge is accurate. It can be verified that it is feasible to use Beidou system to realize China's free flow charging technology.

The mode of highway free flow charging breaks the traditional two-point charging mode of MTC and etc, and uses the whole track of vehicles at high speed to calculate vehicle tolls, which makes the calculation of rates more accurate. Secondly, the number of toll stations and gantry can be greatly reduced, which greatly saves the construction funds of transportation infrastructure. At the same time, it improves the traffic efficiency of Expressway and plays a good role in reducing cost and increasing efficiency. Exploring the use of Beidou system to realize highway free flow charging in China is of great significance to China's traffic development and economic construction in the future.
In July 2019, Jiangxi Expressway Group expanded the scope of verification and set up a special "Beidou test lane" at 11 toll stations including Nanchang North toll station and Nanchang West toll station based on Beidou free flow charging technology. Through the three modules of Beidou Positioning, free flow traffic and cloud charging, it realized the super functions of barrier free traffic and senseless payment, and easily realized the intelligent travel of goods and people. "Using the Beidou free flow, senseless charging can be realized through the expressway, and the speed of the toll station can reach 60 kilometers per hour, which greatly improves the experience of travelers." In April this year, when a netizen named "Hong Qi" passed by the West Nanchang toll station, he saw the Beidou test lane and sighed: "vehicles equipped with corresponding Beidou terminals can realize free toll collection within the coverage. Compared with the current etc lane, it also needs to slow down the driving speed, and the Beidou free flow toll collection system can pass through the toll station at the speed of 50-60 km / h."
At present, the state has issued relevant policies. The outline of digital transportation development plan (jgf  No. 89) issued by the Ministry of transport in 2019 mentioned that it is necessary to "accelerate the application of Beidou navigation in free flow charging and other fields." The outline of the plan for a transportation power also proposes to vigorously develop intelligent transportation and promote the application of Beidou satellite navigation system. In the future, with the increasing improvement of technology and the guidance and support of policies, Beidou free flow charge will have greater development potential.
